Eight projects signed contract with CDHT with 80% of the investment going into SSCIP
On 13 May 2015, Chengdu High-tech Industrial Development Zone (CDHT) witnessed yet another significant milestone—the signing ceremony of eight major projects worth more than RMB 4.5 billion. The eight projects are invested by German BASF (a Fortune 500 company), USA Liberty Mutual, Migu Music, Corpro Technology, Neovita Technologies Co. and Australian Worleyparsons. These companies are the forerunners in strategic emerging industries such as information technology, mobile internet, biosciences, biomedical engineering and producer services. Their objectives and vision are strategically aligned with the five leading industries, promoted by CDHT’s “3rd Decade of Development” and “7+2” Industrial Cluster Development. Of the eight projects, three will have their headquarters located in Singapore-Sichuan Hi-tech Innovation Park (SSCIP), with a total investment value of RMB 3.8 billion (more than 80% of this total investment). Currently, CDHT is actively advancing the development of SSCIP to secure the conclusion of the third G-to-G collaboration project between China and Singapore to be located in Chengdu.

World Industrial Leaders and Fortune Global 500 Company Flocked to Chengdu
On the signing ceremony, BASF (a Fortune 500 company from Germany) announced that it would set up a global engineering design center in CDHT to manage its global operations. Ranked 75th in the Fortune 500 list, this world-renowned chemical manufacturer has an annual sales growth of 17% in Greater China region for 10 years. Next to Germany and USA the Greater China Region is now the third largest market for BASF.
As BASF entered Chengdu, complementary world-class enterprises followed suit. Australian Worleyparsons, top 2014 ENR International Engineering Design Company, as well as a global engineering partner of Germany BASF, also signed the contract to base in CDHT. It is reported that Chengdu Worleyparsons projects with an investment of RMB 120 million, will provide supporting services for BASF’s design center. Related officials expressed, “Worleyparsons is positive with the advancement prospects of Chengdu. Therefore it will take the opportunity to drive the development of related industrial chains.”

Neovita Technologies Co. also signed a contract yesterday to establish the Gene Sequencing and Nucleic Acid Testing Production Base in CDHT. It will focus on the R&D and manufacturing of a new-type gene sequencing machine and production of related testing reagent, as well as providing nucleic acid gene sequencing services. It is reported that the nucleic acid shield and selenium nucleic acid technology developed by Neovita Technologies are world-renowned and are expected to be revolutionary in nucleic acid diagnostics. Professor Huang Zhen, recipient of “National Thousand Talents Program” commented, “With sufficient talent resources, strong R&D ability of research institutions and vast market prospects, Chengdu has great potential in industry-university-institute collaboration.” This world famous specialist in nucleic acid research said that for skill-intensive industry as such the biomedical industry, talent is the most important resource. Meanwhile, USA Liberty Mutual, a Fortune 500 company, will set up a Smart Insurance Innovation Center in CDHT to support its national business. The Jiangsu Betterlife Medical Co., Ltd., set up by Dr. Zhao Yong, a distinguished expert of National “Thousand Talents Program”, proposed to invest over RMB 100 million to develop a production base and a service platform on Mobile Tinnitus and Deafness Diagnosis Instruments.
SSCIP Shot to Fame in Project Signing with an investment of RMB 3.8 billion
It is reported that SSCIP notably came to the fore at the contract signing ceremony to invite three of the eight major investment projects with a total investment of no less than RMB 3.8 billion.
Corpro Technology, the leading local company in R&D and production of Beidou terminals and systems, will invest and build a Beidou Base in SSCIP for R&D and operation. The management said, “The project investment is estimated to be at least RMB 1.2 billion. After completion, it will serve as the IC Integrated Circuit Design Center, Beidou Terminals Testing Platform, Location-based Service Platform Based on Beidou, Beidou Cloud Computing and Internet Center, the Administration Headquarters and the Marketing Center. ”

It is reported that as the only Sino-Singapore Cooperation Park jointly established by Singapore and Sichuan Province in western China, SSCIP shoulders the mission of assisting China and Singapore in deepening cooperation and development in inland China. It plays a crucial role for Sichuan in winning over the third G-to-G cooperation project, which is also CDHT’s major project in 2015. CDHT Annual Investment Forecast: More than RMB 86 billion in 2015
It is reported that, in the first quarter of this year, CDHT achieved an industrial added value of RMB 29.44 billion, a year-on-year growth of 12%, of which the industrial enterprises above designated size accounted for 14.1%. The total social retail sales reached RMB 11.04 billion, up by 13.6%. The fixed-asset investment was valued at RMB 11.82 billion, with an increase of 12.1%, of which the industrial investment rose to RMB 3.41 billion and the technical innovation investment RMB 2.51 billion. The general public budget revenue received was RMB 3.33 billion, up by 11.6%. The actual utilization of FDI amounted to USD 412 million, with DDI of RMB 10.93 billion in place, thereby successfully achieving a good start in 2015. Targeting an estimated investment of RMB 86.59 billion this year, CDHT announced that it has already shortlisted 90 major projects as its priority in investment promotion.
