Announcement on Prequalification

Chengdu Hi-Tech Industrial Development Zone Administration Committee (as the Sponsor) and  Sino-Singapore (Chengdu) Innovation Park Development Co., Ltd. (as the Organizer) are now jointly soliciting Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City. We publicly invite design agencies worldwide with related design experience to participate and submit the Prequalification Application Documents. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.


1. Project Brief

Project Name: International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City

Project LocationThe Pilot Zone of Chengdu 5G Smart City is located on the north side of Xinchuan Heartbeat Central Park, along the Cross Axis Area of Jinhe Road and Xinchuan Avenue. It is the core area of Singapore-Sichuan Hi-Tech Innovation Park.

Size of ProjectThe total net land area of the project is approximately 34,8081.2 square meters (about 522 mu), covering a total of 33 plots (including one centralized green space and one sold land); the planned land mainly includes commercial land (B), other land for business (Research Office B29), residential land (R21), etc. The total building size is estimated to be approximately 1.69 million square meters, including about 1.12 million square meters above ground and about 480,000 square meters underground. The research scope is extended to Singapore-Sichuan Hi-Tech Innovation Park.

Design Specifications: including the overall urban design and planning proposals of the Pilot Zone of Chengdu 5G Smart City, detailed urban design of each plot, implementation guidelines for the planning and construction of the Park, and follow-up consulting services.

First stage: the overall urban design and planning proposals (It is not necessary to submit a physical model, but it is necessary to provide the original compilable data of multimedia deliverables, renderings and 3D models for publicity and display) (five Participants)

Second stage: Deepening the overall urban design and detailed urban design of demonstration areas (including the architectural proposal guidance of demonstration areas. It is necessary to provide the original compilable data of physical models, renderings and 3D models, and multimedia deliverables for publicity and display. After the design proposals are reviewed by experts and the Sponsor / Organizer, the selected participant will be determined) (two winning Participants)

Period of solicitation and design: The period of design at the first stage of solicitation is around 70 days. On April 28, 2020, the solicitation documents for the International Solicitation of Proposals for In-depth Urban Design of Pilot Zone of Chengdu 5G Smart City will be issued; on May 8, 2020, a project briefing and field survey will be conducted; on July 8, 2020, Participants will submit the application documents (deadline for solicitation). The period of design at the second stage of solicitation is around 50 days.

Follow-up work of solicitation: Detailed urban design of each area (including architectural proposal guidance of all the plots), implementation guidelines for the planning and construction of the Park, and consulting service for the upcoming three years (the selected Participant).

Method of Solicitation: Open Solicitation

Method of Examination for Qualifications: Limiting the number of Participants, namely the number of Participants (including the joint Participants) participating in the solicitation is limited to five.

4. Eligibility and Qualifications of Participants

4.1 The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

4.2 The Applicant shall have the relevant qualifications and abilities to undertake the urban design project;

4.2.1 The Applicants within the People's Republic of China shall provide certification materials proving that they have the professional and technical abilities to undertake the urban design project, such as a qualification certificate for the urban and rural planning, a Certificate of Qualification of Foreign-funded Enterprises for Urban Planning Services, a qualification certificate of Grade A architectural design (architectural engineering) or above or a commission contract of urban design, etc.;

4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design agency should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies;

4.3 Applicants should have experience in urban design similar to the functional nature of this project

4.4 This project accepts applications from the Consortium, and the number of the Consortium members shall not exceed three.

4.4.1 Members of the Consortium shall jointly sign a consortium agreement.

4.4.2 Any partner of the Consortium shall neither individually apply for the Prequalification in its own capacity, nor concurrently apply for the Prequalification as a partner of another Consortium.

4.4.3 If the Consortium is composed of domestic design agencies, the requirements in Item 4.2.1 shall be met; if the Consortium is composed of domestic and foreign design agencies (or design agencies from Hong Kong, Macao and Taiwan), the domestic agencies shall meet at least one of the qualification requirements in Item 4.2.1, and foreign agencies (or agencies from Hong Kong, Macao and Taiwan) shall meet the requirements in Item 4.2.2.


5. Obtaining Prequalification Documents

The prequalification documents for this project can be downloaded from the website of Beijing Science Park Auction &Tender Co., Ltd.

Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science and Technology Park Auction &Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should email the Word version to kjy03@vip.163.com or submit them to the Organizer of Solicitation. After receiving the registration form, the Organizer of Solicitation will send the download password of the prequalification documents to the applicants. Applicants should submit the written prequalification application documents in accordance with the requirements of the prequalification documents.

The time for obtaining the Prequalification Document is from April 8, 2020 (Beijing time, excluding holidays, the same below). The website of Beijing Science and Technology Park Auction & Tender Co., Ltd. will be accessible on April 8, 2020.

6. Submission of Application Documents for Prequalification

The deadline for submission of application documents for prequalification is 17:00 on April 20, 2020. The Applicant shall send a sealed scanning copy of the full set of application documents for prequalification to the designated mailbox for solicitation before the deadline for submission, and then submit the written documents (one original and one copy) to the Organizer of Solicitation within 10 days. The Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

8. Instructions on Solicitation

8.1 Compensations for Designs Proposals

The Organizer will pay compensations for Designs Proposals to Participants who have submitted valid application documents for the first-stage proposal solicitation in accordance with the solicitation requirements. The amount is RMB 1.6 million (including tax).

8.2 The Sponsor will not pay any compensation when Participants are under the following circumstances:

(1) Participants fail to submit the application documents within the specified time;

(2) The application documents submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the solicitation documents;

(3) Participants are disqualified.

8.3 Awards and prize settings: There are two winners in the proposal solicitation. After the winners submit valid application documents for the second-stage proposal solicitation in accordance with the requirements of the solicitation documents, each will receive a prize of RMB 3 million (including tax).

8.4 Follow-up work for the solicitation: The final selected Participant will probably be awarded the detailed urban design of each area (including architectural proposal guidance of all the plots), the implementation guidelines for the planning and construction of the Park and the consulting service contract for the upcoming two years. The contract amount is RMB 12 million (including tax).

The above fees include all taxes payable within and outside China.

9. Miscellaneous

9.1 Intellectual Property Rights (IPR)

9.1.1 All valid Design Proposals received in this solicitation will not be returned.

9.1.2 The copyright of the applied urban design submitted by Participants belongs to the Sponsor / Organizer, and Participants hold the right of authorship for the applied urban design. Participants can comment on and display the relevant contents of Design Proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s / Organizer’s consent in writing. Except for Participants' design standards, designing guidelines and drawing elements, the Participants shall not use their Design Proposals in other planning and design projects.

9.1.3 The copyright of the guidance of the architectural proposals submitted by Participants belongs to the Sponsor / Organizer and the Participants. The Sponsor / Organizer can print, publish and exhibit the guidance, and can comment on, display and publicize it in the forms of media communication, trade magazines, publications among others, but should indicate the design organizations and creators of the guidance. Participants can comment on and display the relevant contents of the guidance of the architectural proposals in the forms of media communication, trade magazines, publications among others upon the Sponsor’s/Organizer’s consent in writing.

9.1.4The Sponsor / Organizer has the right to use all or part of the Design Proposals free of charge in the formulation of the planning, urban design, urban design guidelines, and architectural proposal guidance as well as urban operation, Park commercial operation, land transfer, planning and construction management of the project.

9.1.5Participants shall ensure that all the submitted Design Proposals have not infringed upon and will not infringe upon IPR (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPR or proprietary technologies or trade secrets of others, Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participants shall take all liabilities arising from infringement by the Participants upon IPR or proprietary technologies or trade secrets of others.

9.1.6 The IPRs of the basic design information (including design drawings, design materials, etc.) provided by the Sponsor during the solicitation process belong to the Sponsor and related design organizations. Participants can only use the documents aforementioned for the purpose of designing and compiling Design Proposals. Without written consent from the Sponsor, Participants shall not use the documents aforementioned for other engineering designs or other purposes, and shall not disclose the documents aforementioned to any third Party.

9.2 Governing Laws

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

9.3 Languages

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. In the event of any discrepancy between Chinese and English, Chinese shall prevail.

Application Documents for Prequalification and the correspondence and documents related to this solicitation between Participants and the Sponsor shall all be drafted in Chinese. Another language can be used for the proof documents and printed materials that Participants provide along with the application documents, but the version with Chinese translation shall be attached thereto.

The language used in the meetings and oral communication related to this solicitation shall be Chinese.

9.4 Power of Interpretation

The final right of interpretation of the solicitation and related documents is held by the Sponsor.
